Bilhandskar means Car gloves, so its easier for you to search for it maybe .

I think (though I might be wrong) that it is a "Medal" given to people that has driven their car for a certain period of time without any accidents. (I think it might be 10 years). Roughly translated it says: "Department of traffic insurance" on the top, and below it says "Medal of Merit". And you are probably right about the name and year, "Westerberg" is a not very uncommon lastname in sweden.

Edit: I just managed to read the line above the name (didn't see it first) and it says "10 years without accidents" so my guess of 10 years was spot on. :D

I saw volvo 245 in Mölle with 3 of that medals from years 1960, 1970 and 1981, so you have right with your theory :)
