Hi all,
On 26 Jan in Warsaw started 98 cars to 14th Rallye Monte-Carlo Hisroirque.
One of them was Amazon
122S – 1970 (Ove Martin Billerud – Marius Billerud – Norway),
also started form Warsaw two volvo 142:
142 – 1968 (Lars Lie – Lars Peter – Norway),
142 – 1972 (Tore Martinsen – Trond Martinsen – Norway) .

Bilhandskar means Car gloves, so its easier for you to search for it maybe .

I saw many times this mark on a car, what kind of is this mark? there is year and name of the owner probably.
somebody can explain to me ?

I think (though I might be wrong) that it is a "Medal" given to people that has driven their car for a certain period of time without any accidents. (I think it might be 10 years). Roughly translated it says: "Department of traffic insurance" on the top, and below it says "Medal of Merit". And you are probably right about the name and year, "Westerberg" is a not very uncommon lastname in sweden.
Edit: I just managed to read the line above the name (didn't see it first) and it says "10 years without accidents" so my guess of 10 years was spot on.

I saw volvo 245 in Mölle with 3 of that medals from years 1960, 1970 and 1981, so you have right with your theory
